DFID in Rwanda
The UK Government is Rwanda’s major bilateral development partner. Its engagement with the Government of Rwanda is based on the UK/Rwanda Memorandum of Understanding. The Memorandum of Understanding describes the Government of Rwanda’s commitments to the Rwandan people on poverty reduction, promoting regional stability, creating a democratic and inclusive state, and progressively securing human rights, and confirms that the UK’s engagement depends on continuing, specific progress in these areas. The Memorandum of Understanding also describes the UK’s commitments to the Government of Rwanda, in particular its commitment to provide predictable, flexible support for Government over the long-term and to continue to develop the UK’s engagement in a totally transparent and inclusive manner.
DFID’s programme in Rwanda currently totals £37 million. This is set to rise to £47 million in 2005. Two-thirds of this programme is delivered as direct budgetary support. The rest is in the form of technical assistance, consultancy, advice and support to enable the Government to increase its own capacity.
